Mobile Home Communities Program
Boulder County is committed to preserving manufactured and mobile homes as an affordable housing option for community members. The Department of Housing and Human Services has launched the Mobile Home Communities Program to repair and rehabilitate manufactured and mobile homes throughout the county, focusing on health and safety measures, energy efficiency, code compliance, and accessibility.
The program is currently conducting a Home Repair Pilot project in the Columbine Mobile Home Park and soon, will be rolling out to the rest of the county. The pilot program’s intent is to support individual households and better understand the repair needs of these historically underserved communities. Those involved in the pilot already know they’ve been selected.
Boulder County has partnered with the City of Boulder to help carry out this work.
*Coming Soon* Wind Damage Repair Grants
On December 31, 2021, more than 400 manufactured homes suffered damage from the Straight-Line Wind Event that drove the Marshall Fire. Boulder County has obtained a $2M grant from the State of Colorado’s Department of Local Affairs to be used to address the damage sustained by mobile homes as a direct result of that event.
In partnership with the City of Boulder, the county will work with impacted community members to repair the damage, make homes more resilient to extreme weather events, and help people save money on their energy bills. This program is available to qualifying homeowners in mobile home parks in Boulder, as well as San Lazaro and Table Mesa Village. To qualify, the manufactured home must be built on or after June 15, 1976.
Emergency Repair Grant
Open to mobile homeowners in City of Boulder and Boulder County with high-priority emergency needs. Homeowners may only apply with city staff pre-approval.
Columbine Mobile Home Park – Home Repair Pilot
Boulder County is piloting a home repair program in Columbine Mobile Home Park. The program will address energy-efficiency, health and safety, accessibility, and general repairs. Lessons learned in Columbine will be used to design future mobile home repair opportunities. Those involved in the pilot already know they’ve been selected.
In 2023, Boulder County partnered with the University of Colorado Boulder on a comprehensive survey to gauge residents’ priorities, needs, and satisfaction regarding life in local manufactured and mobile home parks. The survey was designed to ensure that Mobile Home Communities Program funds are distributed fairly and effectively, addressing the diverse needs of manufactured and mobile home park residents.
The surveys – distributed to manufactured and mobile home parks in the communities of Longmont and Lafayette – received 252 responses from residents representing a diverse cross-section of Boulder County. The survey gathered insights on needed home repairs, ownership status, potential interest in purchasing the mobile home park, transportation challenges, and utility services. Additionally, it assessed the park’s infrastructure and the accessibility of community spaces.
To create and distribute the survey, the Boulder County Department of Housing and Human Services partnered with the University of Colorado’s Department of Geography and Promotoras de Salud from El Centro AMISTAD. Surveyors went door-to-door to gather firsthand feedback on the condition of mobile home residences and common areas. Paper based and on-line surveys were also distributed.
