Boulder County Economic Stimulus Information

About the Economic Stimulus Package
(The American Recovery and Reinvestment Act)

On Feb. 17, 2009, President Barack Obama signed into law H.R. 1, the American Recovery and Reinvestment Act (ARRA) of 2009, which will allocate approximately $787 billion nationwide. The funds are designated for allocation to specific purposes including:

  • Tax relief for individuals and businesses - $288 billion

  • State and local fiscal relief - $144 billion

  • Infrastructure and science - $111 billion

  • Protecting the vulnerable - $81 billion

  • Health care - $59 billion

  • Education and training - $53 billion

  • Energy - $43 billion

  • "Other" - $8 billion

Funds received by Boulder County

As of October 20, 2009, the ARRA funds allocated (or committed) to Boulder County include:

How will this affect Boulder County?

Boulder County stands to benefit from the Act in numerous ways, including allocations that might support:

  • Renewable energy and energy efficiency, including training for green jobs, home weatherization and energy efficiency, and new technologies

  • Infrastructure, including highways, bridges, transit and waterways

  • Education, particularly for low-income children

  • Health care, particularly for the development of computerized medical records

  • Help for families and individuals impacted by the economic crisis, including training and employment help, rental assistance and nutritional assistance

  • Law enforcement equipment, operating costs and staffing.

The funds may arrive in Boulder County through various channels:

  1. Direct allocations to the County government (Community Development Block Grants)

  2. Regional distributions from organizations like the Denver Regional Council of Governments (for example, funds for transportation projects)

  3. Allocations to the State of Colorado that are then distributed locally through formula funds, grants, competitive processes, etc.

  4. Allocations to Federal agencies that provide services in Boulder County, such as Housing and Urban Development (HUD), the Federal Aviation Administration (FAA), Head Start, etc.

These channels each have unique processes for funding distributions, and thus we will receive information about Boulder County's specific allocations at varying times. We will continue to post updates on these allocations as we receive them.
