Subdivision Road Paving Workgroup

Greetings:

 

You are receiving this letter because you have expressed interest in the efforts of the Subdivision Paving Work Group.

 

As you may know, the Board of County Commissioners held a study session with several members of the Work Group on March 4.  The purpose of the study session was for the group to share its perspectives with the commissioners on how the county may wish to address the deteriorating quality of paved roads in county subdivisions.

 

I would like to take this opportunity to thank the more than 25 people who participated in the four very long Work Group meetings, as well as the more than 100 people who attended public information sessions on the group's findings, and the more than 150 people who attended individual Homeowner Association meeting presentations.  Your work, comments, suggestions, thoughts and concerns were shared with the commissioners, and they expressed their appreciation for the thoughtful efforts of the work group and all who provided comments.

 

In the follow up to the study session, the commissioners have directed county staff to develop different approaches to paying for the reconstruction of deteriorating subdivision paved roads in a timely, cost-effective, affordable, efficient and fair manner.  These steps must include robust public information and outreach efforts to share information and gain the insight and perspectives of affected property owners and the general public on the different approaches to solving this difficult problem.

 

To that end, in the next few weeks, we will be sending out a postcard to all subdivision property owners informing them of our efforts, providing a web address where information will be available, an opportunity to communicate concerns and ideas through the website, e-mail, as well as a survey to gain feedback on the different options being evaluated.  We will also provide hardcopy information to anyone who prefers that method of communication.

 

We also encourage you to contact us if you would like to schedule a presentation to answer questions and get feedback at your neighborhood or Homeowner Association meeting.

There are more than 100 subdivisions in unincorporated Boulder County with paved roads in need of repair and reconstruction.  Many of these subdivision roads are between 15 and 40 years old (well beyond the expected life of a paved road) and have never been resurfaced or rebuilt.  As a result of the deteriorating condition of many of these roads, the county is receiving an increasing number of requests to pave/repair these roads.  The Board of County Commissioners has asked the Transportation Department to pursue a conversation with subdivision residents and property owners to identify ways to fund the necessary improvements.

A working group of representatives from Subdivision Homeowners Associations and other interested subdivision residents has been convened to provide advice to the Transportation Department on how best to address this problem.
