What is Issue 1B?
Boulder County issue 1B approves a 10-year extension of the
existing “Worthy Cause” tax, a 0.05% sales and use tax that provides funds for
local human services non-profits to make capital improvements.
Revenues will be divided into two funds: designated funds for specific
non-profits that the Commissioners select; and a funding pool, which qualifying
non-profits can apply for on an annual basis.
Is Issue 1B a tax increase?
No. This issue is an extension of an existing 0.05% sales and use tax.
Where will funds from the Worthy Cause tax go?
All funds raised by the Worthy Cause tax will be distributed to local non-profit
agencies that provide health and human services. Agencies that receive the
funding are required to spend it on capital facilities or equipment, such as the
purchase of a new building, repayment of the debt associated with purchasing a
new building, and capital repairs or remodels.
Who can obtain Worthy Cause funds?
Worthy Cause funds may be distributed to non-profit human services agencies and
housing authorities within Boulder County providing:
• Health services
• Transitional and affordable rental housing
• Basic needs such as food and clothing
• Other human services, including but not limited to childcare, early childhood
education, and services for the elderly and people with disabilities.
Recipients of Worthy Cause funding will be selected by the Boulder County Board
of Commissioners. During the first five years of the 10-year extension, funding
will be divided between two pools: a designated pool consisting of eight
agencies that have already been selected by the Board of Commissioners, and a
funding pool that will be allocated annually through an application process.
Non-profit agencies that have not been selected for designated funding may apply
for the pool funding.
How much money is Worthy Cause expected to raise?
The amount raised through the 0.05% sales and use tax will vary depending upon
annual sales tax collections.
Boulder County anticipates that the tax will provide approximately $2 million
annually, with an expected 10-year total of about $20 million. However, this
number is ONLY an estimate based on forecasts for future sales and use tax
collections.
When will the County start collecting Worthy Cause taxes?
The existing Worthy Cause tax is set to expire at the end of 2008. The new Worthy Cause extension
- known as Worthy Cause III - will start on Jan. 1, 2009 and expire on
Jan. 1, 2019.
