Revenue Stability Working Group
and Revenue Stability Forum
On March 4, 2009, the Consortium
hosted a Revenue Stability Forum and invited local and state elected
officials to share the Revenue Stability report results and commence inter-city
discussions regarding next steps and potential sharing agreements.

Background
In April of 2005, the Consortium
made revenue stability one of its four top priorities. In April of
2006, the “Revenue Stability Work Group” was created to continue the
discussion, begin research, and formulate ways to move forward.
The Work Group (past and present)
includes: Heather Balser, Don Brown, Doug Brown, Frank Bruno, Carl
Castillo, Carolyn Cutler, Megan Davis, Bob Eichem, Malcolm Fleming,
Dickey Lee Hullinghorst, Karen Imbierowicz, Gary Klaphake, Sheri
Marsella, Andrew Moore, Lisa Morzel, Paul Nilles, Ben Pearlman, Lisa
Skumatz, Valeria Skitt, Jim Stevens, and Ken Wilson.
The working group explored the
many variables affecting revenue such as competition between cities,
the peaks and valleys of tax revenues, and land use issues including
developer driven planning.
The Consortium hired Tom
Pippin, BBC Research and Consulting, to help define the various
revenue stability scenarios and prepare the
Boulder County Revenue Stabilization Research
Report (pdf). This was funded by Boulder, Boulder County,
Erie, Lafayette, Louisville, and Superior. The Consortium has
also received commitment from the Department of Local Affairs for a
$20,000 grant to use toward Phase II of the project.
The Consortium approved a
Resolution in Support of Endorsing Efforts toward Consideration and
Adoption of a Revenue Stability Model (pdf) in September, 2008.
