A. An alternate may be a member of the staff of the
governing body they represent or a member of that governing body's
Planning Board.
B. Town Boards may designate a citizen of their town
to serve as alternate with the approval of a majority vote of the
Consortium of Cities members present at any official meeting.
III. The Chair of the Consortium shall be the
appointed representative from the Board of County Commissioners.
IV. The Consortium shall elect a member to serve as
Vice-chair for one (1) year to begin the first meeting in January.
V. Except for the Ex Officio Member representing the
City and County of Broomfield, each member or designated alternate
in their place shall have one (1) vote. Proxy voting is not allowed.
The Ex Officio Member or designated alternate, representing the City
and County of Broomfield, shall otherwise exercise the authority to
participate in all discussions, debates, subcommittees and other
activities of the Boulder County Consortium of Cities.
VI. A quorum shall consist of a majority of "active"
Consortium of Cities members, Ex Officio Members or designated
alternates present.
VII. A membership shall be considered "active" when
the City, Town, City and County, or the County has designated
a member for the year and unless the member or designated alternate
has not been present for three consecutive, regular Consortium
meetings. "Active" status will be reinstated at the formal request
of the inactive Council, Board, or Commission and at the attendance
at a regular meeting of the member or designated alternate in
question.
VIII. Regular Consortium meetings will be held on a
bimonthly basis on the first Wednesday of the month. Special
meetings may be held as determined by the Chair.
IX. Consortium meeting places will be rotated from
jurisdiction to jurisdiction as determined by the Consortium at its
previous meeting.
X. Minutes of the Consortium will be kept and
transcripts of each meeting will be prepared summarizing the major
issues discussed. The minutes will be sent to all members in advance
of the next meeting for review.
XI. The County will provide office and staff support
to the Consortium.
XII. When necessary and appropriate, the Consortium
will convene as the Local Review Team for the State Impact
Assistance Program, with procedures described in Addendum A.
XIII. Robert's Rules of Order Revised will apply on
all questions of order not specifically addressed by the above
provisions.
