BOULDER COUNTY CONSORTIUM OF CITIES
REGIONAL TRANSIT COMMITTEE
(Adopted April 2, 2003)

PURPOSE

The Regional Transit Committee is created by the Boulder County Consortium of Cities (Consortium) 1) to gather and share information with the Consortium about regional transit issues and problems common to Boulder County - the county and its municipalities and the City and County of Broomfield; 2) to recommend to the Consortium a plan for a regional bus system within Boulder and Broomfield Counties in coordination with RTD; 3) and to work with the Consortium to speak with one voice in a variety regional transit planning, implementation and funding processes, including the Regional Transportation District (RTD), the Denver Regional Council of Governments (DRCOG), the Colorado General Assembly and Congress.

STRUCTURE\ORGANIZATION

The Regional Transit Committee shall have the following membership:

An elected official, appointed from each of the active member municipalities of the Boulder County Consortium of Cities, including the City and County of Broomfield.

Four representatives of the business community, balanced geographically across the county, appointed by the Chair of the Consortium of Cities with the approval of the Consortium of Cities membership.

Four representatives from environmental and civic organizations, balanced geographically across the county, appointed by the Chair of the Consortium of Cities with the approval of the Consortium of Cities membership.

One non-voting, ex-officio representative from the RTD Board and DRCOG.

The Regional Transit Committee shall:

Meet every other month on the alternate, first Wednesday of each month that the Boulder County Consortium of Cities does not meet.

Make recommendations to the Consortium on regional transit issues and plans based on a consensus of those members present.

Establish a technical committee made up of appropriate staff from the participating jurisdictions that shall assist the committee with its work.

(Additional staffing and minor expenses, such as postage and copying, will be provided by Boulder County. Other expenses of the committee shall be handled on a shared basis when approved by the Consortium and participating jurisdictions.)
