County Attorney, H. Lawrence Hoyt
Larry
Hoyt has served as Boulder County Attorney since 1986.
He graduated with honors from the University of Colorado and received his
law degree from the University of Denver College of Law, after having served on
the staff of the California Western Law Review.
He is a past President of the Colorado County Attorneys Association, and a past Chair of the International Municipal Lawyers Association
Counties and Special Municipal Districts Department. He currently serves on
IMLA’s Annual Conference Program Planning Committee.
He has lectured extensively on local government law issues, with a
particular emphasis on government finance, environmental law, and
intergovernmental relations.

The
Board
of County Commissioners appoints the County
Attorney pursuant to Colorado's Constitution, Article XIV,
Section 8, and §30-11-118, Colorado Revised Statues (C.R.S.). The County
Attorney is responsible for advising the Board, elected officials and County departments on
legal issues involving policy-making, regulations, operations
and programs of the county; and, in addition, is responsible for drafting resolutions, ordinances and
intergovernmental agreements for the Board.
The
County Attorney also represents the People of the State of Colorado in
dependency and neglect cases (§19-3-206, C.R.S.), relinquishments,
guardianships, child support enforcement cases (§26-13-105(2), C.R.S.), welfare appeals, mental health proceedings
(§27-10-111(5), C.R.S.), and alcohol/drug abuse treatment commitments
(§25-1-311, C.R.S.), as required by state statutes.
Although
the County Attorney's Office does not provide general legal advice to the
public, the office does provide limited public advice concerning mental health and alcohol/drug abuse
issues, such
as 72-hour holds or certifications for the mentally ill, dangerous or gravely disabled people, and commitments for alcohol/drug abuse
