Secure and Verifiable Identification is required for all transactions. The identification must be provided by the owner
of record or with a power of attorney presented by the agent. The agent must have a secure and verifiable identification to complete the transaction.
Buying/Selling from a
Private Party
If you have purchased a vehicle from a private party and paid cash,
you need the following documents to apply for title and registration:

A
title properly signed by all parties. Both the seller(s) and
buyer(s) must hand print their name(s) and sign on the
designated print name and signature lines on the title.

A bill of sale
listing the purchase price.

An odometer disclosure is required
for vehicles 10 years old and newer. The odometer disclosure can be
found on the back of a Colorado title.

Unless otherwise agreed,
the seller is required to provide the buyer with a new emissions
test.

As the buyer of the vehicle, you must have
proof of a new enhanced emissions test report at the
time of registration.

Proof of insurance and proof of emissions testing
are required.
If you have purchased a vehicle from a private party and it is being
financed, the lending institution will send the paperwork to the County
Clerk's office. You will receive a postcard notice when the paperwork
has been completed.
If the title was issued by a state other than Colorado, you also need to
have the Vehicle Identification Number verified at the emission station
or a licensed dealership. As buyer, you are responsible for all sales
taxes and the title and license plate fees. Bring all paperwork with you
to apply for title to the vehicle and purchase license plates.
Boulder county residents may come into any of the three County Clerk's
offices, in Boulder, Longmont, or Louisville.
If you have sold your vehicle to a private party, you need to provide the
following documents to your buyer: A title properly signed by all
parties means both the seller(s) and buyer(s) must hand print their

title. A bill of sale listing the purchase price. An
odometer disclosure is required and is disclosed on the title if the
vehicle is less than ten years old. Seller is required to provide the
buyer a new emissions test.
If the title is lost, the seller must apply for a duplicate title
immediately. A bill of sale must be given to the buyer so a
temporary permit can be issued until the duplicate title is received. As
seller, be sure to remove your license plates, as they belong to the
individual owner, not the vehicle.
