Jail Education & Transition Program (JET)~
The JET Program targets male and female offenders sentenced to Boulder County Jail Work Release. The program offers a variety of cognitive-behavioral based courses along with life skills training. Classes are offered three to four times a week.
General coursework includes:
- Substance Abuse Education
- Anger Management
- Problem-Solving
- GED preparation
- Parenting with Love & Logic certification
- Victim Awareness
Monolingual Spanish coursework includes:
- Abriendo Puertas “Opening Doors” covers the American legal system, Colorado judicial system, Boulder County criminal justice system, domestic violence, drinking driving laws, job protection laws and understanding citizen rights under the law.
- English as a Second Language
- Affirmative Life Skills assists offenders develop skills in communication, assertiveness, and job searching.
- Parenting with Love & Logic certification
- One-on-One Case Management
Female Offender coursework includes:
- Moving On . . . cognitive-behavioral curriculum addressing women’s issues that place them at greater risk to return to the criminal justice system. Unique strategies are used which build on the strength and skills of women.
- Life Skills focusing on building trust and developing group cohesiveness, covering such topics as domestic violence; healthy relationship; co-dependency; creating safety plans; crime prevention; unintentional pregnancy prevention; health care; nutrition; fitness & stress release; child care and parenting.
- Resource Development including access to service agencies, supportive individuals, health care and family planning services in the community.
- Parenting with Love & Logic certification
- One-on-One Case Management

Multiple Offender DUI Program (MOD)~
The Multiple Offender DUI Program is an intensive cognitive/behavioral program for offenders with three or more drinking/drugging and driving convictions. The program includes the principles of sanctions, supervision and treatment to promote behavior change for the “hard-core” drunk driver. MOD is a yearlong intensive cognitive focused education program with three phases. It is necessary to complete all phases of the yearlong program to receive program credit. The program is an ADAD certified Level II program.
- Phase I is 84 days in the Boulder County Jail Work Release. Participants attend classes four nights a week.
- Phase II is also 84 days with participants being monitored through a Day Reporting program, taking Antabuse or Breathalyzers and attending three classes a week.
- Phase III is 180 days and participants are required to attend two classes a
week.

The typical participant profile is a male who comes into contact with the criminal justice system almost exclusively due to his drinking and driving. Generally, participants have been through other treatment programs several times and seem discouraged about trying to stay sober for a significant length of time. Participants must be motivated to comply with work release and program requirements. Potential exclusionary factors include major assault history, significant mental health problems, subnormal cognitive functioning, pending charges, or not meeting the living requirements for the Day Report Center (e.g. not having a telephone or living within a approved geographical area). Participants must live or work in Boulder County.
The goal of the MOD Program is to prevent drinking and driving. The emphasis on learning to problem-solve plays a major role in facilitating risk reduction in the event the participant has a relapse. Training involves skill-development for teaching participants to prevent relapse and, if it occurs, how to do “damage control” to get back on track as soon as possible.

Social Opportunity & Support Program (SOSP)~
The Social Opportunity & Support Program mandate is to decrease the number of arrests, court appearances and jail sentences among a targeted population of primarily homeless adult criminal justice participants. The program provides a cost-effective community-based model for managing offenders by serving as an alternative to incarceration. In addition, as a means of reducing criminal recidivism, the program is uniquely designed to address the myriad of complex problems associated with chronic substance abuse, homelessness, and dysfunctional lifestyles.
SOS provides case management to participants, advocates in their behalf before the courts and social service agencies, makes referrals and provides bus tokens in order for them to receive essential services. The program offers social support through informal recreational activities, weekly social gatherings, life skills training and its “family-like” atmosphere. Members utilize a variety of conveniences at the clubhouse, eat two hot meals each day, and share the responsibilities of household chores.

The typical participants in the program are identified by their history of at least two previous arrests, usually for petty offenses, in Boulder County within the last two years, and the problems associated with dysfunctional lifestyles. Typically, they have complex and far-reaching problems that have plagued them for much of their lives. Most are homeless and without a stable source of income. Many have a history of chronic substance abuse or non-psychotic mental illness and may require legal or medical services, dental care, or have other special needs.
