About LPEC

LPEC assists low and moderate-income homeowners in Boulder County with home health and safety retrofits. Longs Peak Energy Conservation offers free weatherization services to residents who qualify in Boulder, Larimer and Gilpin Counties and a variety of Home Rehab Programs to residents of Boulder County. Programs can address NO-HEAT, FURNACE FAILURE situations. Programs can help reduce home energy costs by 10%-35% and can improve the safety, comfort and conditions of a home. Retrofits include testing for carbon monoxide poisoning and gas leaks; adding insulation; furnace tune-ups, repairs and replacements; air and leaky duct sealing; installing compact fluorescent light bulbs; refrigerator replacements; (these services specific to weatherization) plumbing, roof and electrical repairs; septic system repairs; hot water heaters and handicapped accessible retrofits (these services specific to our home repair programs).  LPEC served 610 low-income homes with intensive energy conservation and rehab retrofits in 2007.  LPEC delivered 1000 compact fluorescent lighting kits to Boulder County low-income residents.  LPEC also performed 64 mini-audits and retrofits.

In 2007, LPEC touched a total of 1,674 low-income homes, reducing their electric and gas use by 10% to 45%.

LPEC offers grants and loans, depending on location and income for our home rehabilitation programs.  Approximately 75 homes are rehabilitated annually for health, safety and energy conservation retrofits.

Our mission is to move our community toward sustainability by being leaders in implementing building retrofits, and providing education and professional training in energy conservation and renewables for low-to-moderate income residences and other qualifying entities.

What is Weatherization?

Weatherization means making repairs to the homes of qualified residents living in Boulder, Gilpin and Larimer Counties to improve a home’s energy conservation, and the health and safety of its occupants. Renters as well as homeowners may qualify (see qualification guidelines below). Energy conservation measures can help you by reducing your home energy costs by 10% - 35%. We will also improve the safety and comfort in your home by:
  • Checking for carbon monoxide poisoning and gas leaks
  • Adding insulation to walls, ceilings and crawl spaces
  • Performing furnace tune-ups, repairs and replacement
  • Sealing your home against outside air leaks
  • Providing energy conservation information about your home to help you reduce your energy bills
  • replacing inefficient refrigerators
  • Conducting a thorough energy audit

How Does Weatherization Work?

The Longs Peak Energy Conservation (LPEC) team consists of professionally-trained crews who first evaluate single-family homes, multi-family dwelling units and mobile homes. We then determine which energy efficiency measures are appropriate, emphasizing:

  • The most cost-effective energy saving retrofits for the specific dwelling, and
  • Those retrofits which are essential to the health and safety of the occupants
LPEC crews then perform the work, providing both materials and labor. These services are provided through the utilization of U.S. Department of Energy grants, LEAP funding, and contributions from Xcel Energy of Colorado.

There are two ways to qualify for weatherization services in Boulder, Larimer, Gilpin and now Broomfield Counties:
 

  1. To qualify by income, demonstrate that your income is within these limits:

LPEC provides free weatherization services to residents of the City of Fort Collins through the City’s REACH program.  REACH qualifications serve homeowners up to 60% of the AMI as listed below.

Longs Peak Energy Conservation now manages home rehabilitation programs for the Cities of Boulder, Longmont and Boulder County. Each of these programs has specific requirements that may not be listed here, and all requirements listed or not are subject to change without notice.

Mobile Home Rehab Program - Provides health and safety repairs and energy conservation to mobile homes within Boulder City limits. This is a 2-year forgivable loan limited to $7,500 in repair work. To qualify, you must have an income below the following limits (add $4,350 to maximum income for each additional person):

Loan Program -
This program provides low-interest loans (currently 1-3%) to qualified homeowners within the city limits of Boulder. The program is for health, safety, code repairs and energy conservation subject to a maximum of $25,000. To qualify, you must have an income below the following limits

Boulder and Broomfield County Rehab Programs
 

Homeowner Loan ProgramLow interest loans (currently 1-3%) are available for qualified homeowners with an income under Boulder County Average Median Income (AMI) for needed health and safety repairs and energy conservation. The maximum available is $25,000.  (Add approximately $5,800 to maximum income for each additional person in household.)

Septic System Loan ProgramThis program assists qualified individuals in Boulder County outside of Boulder or Longmont city limits to repair or replace their septic systems when required by the Boulder County Public Health. Maximum available is $25,000 as a low interest loan (currently 1-3%). Qualifications are the same as the Homeowner Loan Program above.
