Boulder County Housing and Human Services Director Frank AlexanderFrank Alexander

Frank Alexander has been director of the Boulder County Department of Housing and Human Services (BCDHHS) since January 2009, overseeing the merger of the former Housing and Social Services Departments into a fully integrated human services agency.  In his time with BCDHHS, he has led a comprehensive system redesign process for Boulder County’s housing and human services system, which has included forging strong local and state partnerships, promoting cross-disciplinary systems integration, and developing award-winning and creative housing and human services programs. He is also director of the Boulder County Housing Authority and is a past president of the Colorado Human Services Directors Association.

Boulder County Housing and Human Services consists of six divisions: Family & Children Services, Housing, Case Management & Community Outreach, Community Support, Business Operations & Systems Support, and Finance.

Housing Division

The Housing division provides quality, affordable housing for income qualifying families, the elderly and disabled throughout Boulder County. The division also includes the development and acquisition of properties for future housing projects.

Goals include

  • Finding resources from different sources to fund housing units that use renewable energy and create green jobs in our community
  • Overseeing maintenance to approximately 500 units in the County

Programs

Longs Peak Energy Conservation Unit

This unit helps Boulder County residents move toward sustainability with weatherization, home rehabilitation and neighborhood energy sweeps.

The Weatherization Program

This program is free for homeowners and renters in Boulder, Broomfield, Gilpin and Larimer  Counties, improving the energy conservation and the health and safety of its occupants.

Rehabilitation Services

This service helps income-qualifying homeowners in Boulder County with general repairs to their homes.  Neighborhood energy sweeps mobilize volunteers to canvas a neighborhood with light bulb options, information and other small installs for residents.


Case Management & Community Outreach Division

Resident Services

This service offers education, case management, and supportive services to assist Boulder County residents on their path toward financial stability and self-sufficiency. Some of the programs include Housing Counseling, Family Self Sufficiency programs, Financial Classes and Casa de la Esperanza (House of Hope), a residential program which includes after school programs and an academic center.

Business Operations & Systems Support Division

This new division focuses on alignment of BCDHHS' administrative and technical divisions to enhance the department's strategic fiscal strategy. Much of this is being done through supporting our program services with detailed and improved financial, budgetary, and program data. Specifically, this includes:

  • Optimizing business workflows and processes
  • Implementing new technology to improve operations and enterprise reporting and performance outcome tools for all programs 
  • Enhancing the department's capacity for content management 
    optimizing business workflows and processes

Finance Division

The Finance Division focuses on the finance, accounting, and fiscal responsibility functions of the department. Goals for this division include:

  • Overseeing purchasing and contracting processes
  • Developing and guiding budget processes
  • Aligning program services and outcomes with detailed and improved budgetary and program data
  • Evaluating current processes to ensure excellent customer service and common practices throughout the organization
