Eco Pass Overview/History
Eco Pass is currently distributed to 40 neighborhoods
and 200 businesses in Boulder County, and to over 70,000 people
throughout the County.
Eco Pass was originally created in the City of Boulder in
1989 and was known as the "Mobility Pass". Initially the program had 311
downtown employees and only included local bus routes (as opposed to
regional and express routes). While the current program works in close
relation with the Regional Transportation District (RTD) the initial program
was organized by the City of Boulder with minimal RTD support. It
wasn't until 1991 when RTD first launched their own "Mobility Pass" program.
Since the introduction of Eco Pass in 1989, public
transportation ridership has increased greatly within the City of Boulder. Transit/ridership increases over that time include:

Transit use between 1995 and 2005 more than doubled,
from 15% to 34%.

Transit use among employees increased from 1.7% in 1990 to
9.5% in 2005, and from 2% to 15% for Boulder residents over the same time
period.

Employees holding Eco Passes increased between 2001 and 2005
from 21% to 27%.

Downtown Boulder before-after survey: 80% of new transit
trips were shifted from SOV (Single Occupant Vehicles).

Eco Pass holders are 5-9x more likely to ride transit than
non-Eco Pass holders.
