Project Hope

Applications for Project HOPE can only be submitted when Boulder County Department of Housing & Human Services (HHS) is accepting applications for its Section 8 Wait List, or when an individual (age 62 or over) currently has a Section 8 voucher or is currently receiving rental assistance through the Boulder County Housing Authority/HHS.

Project HOPE offers assistance to frail older adults to help them live with dignity and security.

Rental Assistance

Clients pay only 30% of their monthly adjusted gross income for rent.

Care Coordination

Case managers ensure clients receive the care and assistance they need.

Support Services

Services include:

  • Homemaking
  • Transportation
  • Home-delivered meals
  • Adult day care
  • Lifeline
  • Personal care assistance


To qualify for Project HOPE, an individual or couple must:

  • Be at least 62 years of age
  • Live in a rental unit in Boulder County or be willing to move to one
  • Need assistance with activities of daily living
  • Have annual income that qualifies for a Section 8 housing assistance voucher
    • In 2010, annual income must be less than $30,450 for one person or less than $34,800 for a couple.
  • Have total assets of under $25,000 for one person or $35,000 for a couple.

Project HOPE is a joint program of Boulder County Aging Services Division, the Department of Housing and Human Services, and the Aging Services Foundation of Boulder County.
