Developmental Disabilities/Health and Human Services Property Tax

This tax, approved by voters in 2002, supplemented an existing mill levy to support developmental disabilities programs in Boulder County.

Funding from this tax pays to help people of all ages with cognitive and developmental disabilities live fuller, more satisfying and independent lives.

The majority of funding supports Imagine!, a local nonprofit that provides services such as:
  • Education and therapy
  • Work opportunities in the community
  • Recreational learning and leisure activities
  • Facilitation of independent and group living
  • Support for families that care for their children at home
  • Guidance in every day living

Tax Calculations and Allocations

1.5-mill property tax
  • One mill to fund services for developmentally disabled persons
  • Half mill to Health and Human Services.

Allocation Restrictions

  • Incremental mill levy increase to bring county funding of developmental disabilities programs up to one mill.
  • Remainder of funds to be allocated to health and human services organizations to backfill state cuts in funding.
After ensuring one full mill of property taxes goes to developmental disabilities, the remainder of funds raised by this tax are allocated to health and human services in Boulder County. Programs that receive funding include:
  • Aging Services
  • Community Services
  • Social Services
  • Juvenile Diversion Program
  • District Attorney's Community Justice Program
  • Via Mobility Services
  • And more
