Board of Health Opposes Mercury Credit Proposal

August 14, 2006 — The Boulder County Board of Health passed a resolution endorsing Boulder County Public Health’s participation in a local government coalition opposing a state proposal that would allow Colorado power plants to buy and sell mercury air pollution “credits.” The coalition instead endorses an approach that would require all power plants to control their emissions by a date certain.

On August 14, 2006 the Boulder County Board of Health adopted the above resolution in opposition to a state proposal concerning the buying and selling of mercury air pollution "credits."

Petition for Party Status Before the Air Quality Control Commission (PDF 1500 KB)
A "petition for party status" allows interested members of the public to participate in a rulemaking before the state Air Quality Control Commission. A petition must be filed for an individual rule making. It may be filed by an individual or, as in this case, may be filed by a group that shares a common perspective. The attached petition was submitted creating a local government coalition on the state mercury rule.

This presentation was prepared by the State and Territorial Air Pollution Program Administrators (STAPPA) and the Association of Local Air Pollution Control Officials (ALAPCO) and a model rule for states and localities concerning mercury emissions. Boulder County Public Health and other members of this coalition believe this approach would ultimately better protect public health.
