Asbestos Demolition Permit Process

Asbestos is a mineral fiber that has been used commonly in a variety of building construction materials for insulation and as a fire-retardant. EPA and Consumer Product Safety Commission (CPSC) have banned several asbestos products. More on Asbestos

In order to get Boulder County Public Health’s (BCPH) signature on your demolition permit, you must obtain a Colorado Department of Public Health and Environment (CDPHE) demolition notice (see below) assuring there are no friable asbestos-containing materials in the structure.

Follow the steps below to obtain CDPHE’s demolition permit and BCPH’s verification.

  1. Hire an asbestos building inspector certified by CDPHE to check your house. The inspector will inspect and collect samples for analysis of asbestos content. The cost for this inspection will vary depending upon the size and complexity of the house.  Please refer to the following resources to select a certified inspector:
  2. The building inspector or inspector/management planner will then report one of three states:
    1. The house has friable asbestos. Inspector finds asbestos-containing material that must be removed prior to demolition. This will require the use of state-certified asbestos workers and a state asbestos removal permit. Work with your asbestos building inspector to select abatement contractors using a competitive bid process, and you can save 20% on the removal costs. You can also talk to the CDPHE Asbestos Compliance Assistance Group anytime during the week at (303) 692-3100. A staff member is assigned on-call during regular business hours.
    2. The house has non-friable asbestos. Inspector finds non-friable asbestos-containing material that can be left in place during demolition because it will not become friable during normal demolition procedures.
    3. The house has no asbestos.
       
  3. The inspector will then verify his findings by completing his portion of the demolition permit application form, and then he will give it back to you.
     
  4. You must then complete the rest of the demolition application form and either mail or deliver it to the CDPHE’s Asbestos Compliance Assistance Group for a demolition permit.
    • A fee of $50 + $5 per 1000 square feet of area to be demolished is due with the form.
    • CDPHE has 10 working days (Monday-Friday) to process the permit, though this process may be shortened if the application is hand-delivered during regular business hours (8 AM - 5 PM, Monday-Friday) and the demolition is a documented emergency.

  5. Last, bring the resultant CDPHE demolition permit to Boulder County Public Health (BCPH), Environmental Health (EH) Division. See below for hours, map, and driving directions.

    The EH reception is located downstairs. The clerk at the desk will verify the CDPHE’s Asbestos Compliance Assistance Group’s permit and sign the city of Boulder or Longmont demolition permit. There is no fee.
