Licensing Process
Before opening, remodeling, or purchasing a
food service establishment in Boulder County, please
contact Boulder County Public
Health.
We want to help you from the very beginning to
use your resources wisely and get the most for your money.
We are here to help you because it is easier and cheaper to
do it right the first time.
While some of the rules we work with can be
flexible, the Colorado Retail Food Establishment Rules and
Regulations is state law, and we must require compliance.

Business Info>Plan Review: Colorado Revised
Statutes require that complete plans and specifications be
submitted, reviewed and approved by Boulder County Public
Health (BCPH) before the start of any construction of a retail food
establishment in Boulder County. The fee for a food service
plan review is $355, payable to BCPH Environmental Health
offices at the time of submittal. Of this, $75 is the
application fee. The remaining $280 is charged at an hourly
rate to cover plan review activities. Any remaining balance
is refunded by mail after the opening inspection. Turnaround time for a plan review is 14 working days.
Failure to provide the required information
delays the plan review process.

Business Info>Colorado Retail Food Service License:
The application and fee are collected at the retail food
facility during the opening inspection. The license is
renewable annually and is valid from January 1 through
December 31. These fees are not prorated and are
non-transferable.
Business License: Contact the local city office where
your facility is located for specific business license
requirements.
City Sales Tax License: Contact the local city office
where your facility is located for specific city sales tax
license requirements.
City Liquor License: Contact the following offices as
determined by the location of your facility:
City Clerk's Office: Boulder, Longmont,
Lafayette, Louisville
Town Clerk's Office: Nederland, Lyons,
Erie, Superior
Boulder County Commissioners' Office: All
Others
State Sales Tax License: Your state
sales license can be obtained by contacting the Colorado
Department of Revenue at 303 866-2476. Your state sales tax
account number will be required on your food service license
application.
Federal Tax ID Number: Contact the IRS at
1-800-829-3676 or visit their office at 600 17th Street, 3rd
Floor, Denver, Colorado.
Other Licensing: If your establishment is in an
incorporated municipality other than Boulder, contact the
Building Department in the local jurisdiction.
Other Useful Information
Purchasing/Remodeling: If purchasing
or remodeling an existing retail food establishment, the
owner may be required to bring the facility up to current
codes. If a remodel is planned, a food facility plan review
will be required. Plan review packets may be obtained at the

Retail Food Rules and Regulations:
Colorado

Regulations may be obtained at BCPH.
Equipment: All equipment used must be designed and
approved for commercial use. Domestic equipment is not
acceptable and will not be approved for use.
If you are considering the purchase of an existing food
service establishment, ask for a food service facility
evaluation. We schedule appointments once the application
and fee are received. An hourly fee is
charged for a facility evaluation. Inspection history of
existing facilities is also available for review.
Food Safety Class: Food handler's cards are not
required in Boulder County, but Sanitation Training
Assistance for Restaurateurs is recommended. S.T.A.R.
classes are given by the City and County of Denver. Also,
Boulder County Public Health conducts classes in English or
Spanish and at local restaurants upon request.
Don't Forget These Additional Requirements

additional plumbing, electrical, and ventilation regulations.
A building permit is required in most cases.

regarding grease trap requirements.

code regulations.

that your proposed use does not conflict with zoning
regulations.
