In certain circumstances, a community solution
is the most economical and equitable solution for bringing a
region into full compliance with OWS regulations.
There are a number of issues that may drive a
community solution.
Some examples are:

Areas where site conditions prohibit
installation of an OWS.

OWS are economically infeasible compared to
an economy of scale by choosing a community solution.

Better treatment would be achieved through a
community solution.

An existing treatment facility is available
for connection.
