POSITION OPENING ANNOUNCEMENT

May 1, 2008

TITLE: Tobacco Education and Prevention Partnership Coordinator (TEPP)

SALARY RANGE: $3,699 - $5,327/mo
(NOTE: new employees typically start at or near entry level)

PERSONNEL CLASSIFICATION: Program Specialist III

HOURS/WEEK: 40

OFFICE: 3482 Broadway, Boulder, CO 80304

DESCRIPTION OF WORK:
This position plans, implements, and evaluates a countywide effort to prevent and reduce tobacco use in Boulder County. The coordinator will develop and support community coalitions, supervise TEPP staff, manage contracts with local agencies, and advocate for policies that reduce tobacco use and exposure to secondhand smoke. This position requires travel throughout Boulder County and various parts of the state of Colorado. This position is funded by an annual grant from the Colorado Department of Public Health & Environment with anticipated continued funding.

DUTIES AND RESPONSIBILITIES:

  • Manage and/or coordinate activities of all tobacco grants for Boulder County, particularly those receiving tobacco tax funding.
  • Identify and work with community organizations, businesses, civic leaders, and local citizens to implement/evaluate tobacco prevention/cessation/reduction efforts.
  • Identify, monitor, report, and assess budget resources and opportunities; administer assigned resources; and make budget recommendations that reflect program and department priorities.
  • Assess community needs and effective strategies for tobacco prevention, education, and cessation, integrating information gained into the annual action plan and/or five-year strategic plan, including program priorities, goals, objectives, and strategies.
  • Oversee program implementation, including work plan development, workload analysis, work distribution, and monitoring program outcomes and service delivery.
  • Supervise program staff, including recruiting, hiring, assigning, evaluating, motivating, developing, and disciplining employees. Coordinate the involvement of volunteers in the program.
  • Recruit, train, and facilitate local coalitions in implementing tobacco reduction and prevention efforts.
  • Through facilitation and mentoring, implement and evaluate staff team-building efforts and encourage integration of program in all Community Health Division activities.
  • Build partnerships and collaborative efforts with diverse community groups and agencies.
  • Serve as liaison to local, state, and regional tobacco entities.
  • Provide oversight of the peer mentor program, including support and guidance to other local health agency tobacco program staff in implementing population-based, evidence-based programming.
  • Maintain current knowledge of local, state, national, and international tobacco use reduction data, needs, and best practices.
  • Understand, interpret, and apply statutes and regulations pertaining to related assigned program areas.
  • Oversee education and outreach efforts, including media and social marketing activities. Serve as media spokesperson on tobacco issues for BCPH.
  • Complete and submit monthly, quarterly, and year-end reports.
  • Participate as a member of the Community Health Leadership Team.
  • Complete other duties as assigned.

QUALIFICATIONS:

Education: Graduation from an accredited college or university with a master’s degree in public health or related field.

Experience: Minimum of two years of professional work experience and provision of direct staff supervision coordinating health promotion projects with a variety of populations focusing on group and community-level partnerships. Experience must include media relations and group leadership.

Knowledge, Skills, and Abilities:

  • Project design and management skills.
  • Strong written and oral communication skills, including grant writing, public speaking, and group facilitation.
  • Knowledge of program evaluation.
  • Knowledge of tobacco policies, public health education principles, and effective prevention/control strategies.
  • Knowledge of population-based health programming and the determinants of health.
  • Ability to understand cultural competence and incorporate it into all levels of TEPP work.
  • Ability to work independently and as part of a team.
  • Ability to communicate and work effectively with diverse community groups and agencies.
  • Ability to work effectively with youth and adults.

Special Requirements:

  • Must have access to reliable transportation readily available for business use.

CONDITION OF EMPLOYMENT: As an employee of Boulder County Public Health, you may be required to assist in response activities for disasters and emergencies (including acts of bioterrorism), which may occur outside of normal working hours. You may also be required to attend Incident Command Training (ICS) appropriate for your position.
