Purpose
Boulder County BuildSmart, through education,
regulation, and incentives, will promote and encourage high
performing sustainable development and redevelopment in the
unincorporated areas of Boulder County. Development meeting the
BuildSmart standards will create cost-effective, energy
efficient structures that reduce both the production of
greenhouse gases from residential buildings and the amount of
material sent to landfills, and conserve and protect water and
other natural resources.
By requiring increased energy
efficiency BuildSmart is ensuring a reduction in carbon dioxide
emissions for both new and renovated homes in unincorporated
Boulder County.
Applicability
BuildSmart applies to all new
residential construction in unincorporated Boulder County
requiring a building permit per the currently adopted building
code. This includes:

New residential
development, including restoration of an existing
residential structure that has been damaged or destroyed;

Additions to an existing
residential structure; and

Exterior energy uses such
as snowmelt on patios and driveways, spas and pools
associated with a residential structure.

Standards
All new residential construction,
complete restoration of a damaged residential structure, and
additions or renovations to an existing residential development
will have to meet the mandatory requirements of BuildSmart as
outlined below. Mandatory measures include deconstruction,
recycling and reuse of construction materials, energy efficiency
measures, reduction of carbon dioxide emissions, water
conservation measures, and indoor air quality.
