BCCP Update Process & Status

What is the Boulder County Comprehensive Plan (BCCP) Update Process

Proposals for changes or additions to the BCCP are filed with the Boulder County Land Use staff. They may come from members of the public, other agencies/parties, or be initiated by the county. A pre-application conference with the Land Use staff is strongly encouraged. The staff then does research and analyses of the proposal and prepares a recommendation for the Boulder County Planning Commission to consider and act upon at a public hearing. Authorization to proceed with a change or addition to the BCCP must be granted by the county Planning Commission at a public hearing. If authorized, the Land Use staff typically compiles information on the proposed change or addition and holds an initial set of open houses for public review, comment and feedback. A record of the open house discussions is presented to the Planning Commission, which provides the staff with additional direction and comment on how to proceed. A set of draft goals and policies are then prepared for inclusion into the BCCP along with supporting materials (including maps if appropriate) and background text describing the purpose for the update. Staff and Planning Commission work on refining and changing the drafts through additional public hearings.
More open houses may be held as the drafts are modified. Referrals are also sent to municipalities, agencies and departments involved in land use issues, as well as other stakeholders for their input. A final draft set then goes to the Planning Commission for adoption. If adopted, the changes are taken to a public hearing before the Boulder County Commissioners who are asked to accept them. Once adopted, the BCCP is revised to include the new material. Amendments to the Land Use Code may then begin if necessary to reflect the BCCP changes.
In late 2005 the County Commissioners adopted two resolutions addressing the county's intention to incorporate Sustainable Energy and Zero Waste Practices into all county operations. These initiatives led to consideration of adding a Sustainability Element to the BCCP. This was discussed at a joint study session of the Planning Commission and County Commissioners on October 30, 2006. The initial topics presented included:
  1. Expanding the county's transferable development rights (TDR) program to include lands in the mountains;
  2. Analyzing the trends and impacts of increasing structure sizes in the unincorporated areas with consideration of possible size limitations and options for exceeding them; and
  3. Incorporating "green building" principles and practices into the county's Comprehensive Plan and Codes.
Both commissions supported moving forward. Planning Commission subsequently authorized the Land Use staff to begin developing a Sustainability Element addressing these three topics at their November 15, 2006 public hearing.
