Boulder County Building Code Amendments

The Boulder County Building Code Amendments are adopted by the Board of County Commissioners. The Building Code Amendments apply to construction on properties located in the unincorporated portions of Boulder County (outside of the cities and towns). The International Code Council (ICC) publishes new editions of their family of nationally recognized model codes every 3 years, with 2015 being the latest edition

All permit applications to the Boulder County Land Use Department, Building Safety and Inspection Services Division are currently reviewed and inspected under the 2015 editions (unless otherwise noted) of the following International Code Standards:

  • International Building Code (IBC)
  • International Existing Building Code (IEBC)
  • International Residential Code (IRC)
  • International Energy Conservation Code (IECC)
  • International Fuel Gas Code (IFGC)
  • International Mechanical Code (IMC)
  • International Plumbing Code (IPC)
  • International Green Construction Code (IGCC)
  • International Code Council Performance Code (ICCPC)
  • International Swimming Pool and Spa Code (ISPSC)
  • National Electric Code (NEC 2014 edition)

2015 Building Codes Adoption

Boulder County has updated the Building Codes to the latest 2015 editions. The new codes are effective in unincorporated Boulder County for all building permit applications received on or after January 1, 2016.

2015 Boulder County Building Code update schedule:

  • July 14: Boulder County Board of Review public meeting and work session to seek input and feedback.
  • August 6: Second Boulder County Board of Review public meeting and work session to seek input and feedback.
  • August 11: Colorado Green Building Guild August Brown Bag, “Proposed 2015 Boulder County Building Code Amendments.”
  • September 1: Board of Review public hearing and work session to seek input and feedback.
  • September 22: Board of Review public hearing to take action and make a formal recommendation to the Board of County Commissioners.
  • October 13: A continuation of the September 22 Board of Review meeting to take action and make a formal recommendation to the Board of County Commissioners. A motion to recommend to the Board of County Commissioners approval and adoption of proposed BOCC Resolution 2015-104 passed on a Board of Review vote of 5-0.
  • November 3: Board of County Commissioners Public Hearing. Staff presentation of the 2015 International Codes Adoption & Amendments in accordance with proposed BOCC Resolution 2015-104. Proposed changes include updates to the 2015 editions of the IBC, IRC, IFGC, IMC, IPC, IECC, IgCC and ICCPC and new adoptions of the 2015 International Existing Building Code and International Swimming Pool & Spa Code, changes to the residential fire sprinkler requirements, updates and revisions to the BuildSmart residential energy and sustainability program and revisions to the ignition-resistant requirements for buildings located in wildfire hazard zones, among others. Public testimony was heard. This public hearing was webstreamed (select Event Bookmark 13). A motion to approve docket BORC-15-0001 – 2015 International Codes Adoption & Amendments and adopt proposed BOCC Resolution 2015-104 passed on a Board of County Commissioners vote of 3-0.   • January 1, 2016: Date when all building permit applications received for projects in unincorporated Boulder County will be subject to the 2015 Building Code Amendments

Past 2012 Codes Adoption and Amendments Summary

Boulder County has updated and amended the building code adoptions to the latest 2012 editions of the International Codes. These changes, which went into effect on January 1, 2013, apply to construction on properties located in the unincorporated portions of Boulder County (outside of the cities and towns), although plan reviews and inspections are currently performed in the Town of Jamestown.
