Purchasing Policies

PO Terms & Conditions

All Purchase Orders are subject to these terms and conditions. 

Purchases less than $25,000

  • Vendors will receive orders via directly from the Department or Division placing the order
  • Purchases may not require a PO. In these cases a Credit Card or Limited PO (LPO) may be used as authorization for a purchase, or the vendor may be asked to bill the County without a PO. In cases where only a verbal order is received, it is always a good idea to confirm and verify the order is coming from an authorized County employee.

Purchases more than $25,000

  • Purchases for goods or services exceeding $25,000 require a formal competitive Invitation to Bid (ITB or BID), Request for Proposal (RFP) process or the utilization of a cooperative contract such as WSCA and U.S. Communities.

Invitation to Bid (ITB or BID) & Request for Proposal (RFP) Processes

  • Notices of both types of formal competitive processes are posted to the Rocky Mountain e-Purchasing System (RMePS) and listed on the county website. In some cases the County will utilize email, mail, journals, and newspapers to advertise and distribute ITBs and RFPs. However, the official way to receive these documents from Boulder County is through the RMePS.

Environmentally Preferable Purchasing

Products and services that have a lesser adverse effect on human health and the environment, when compared with competing products that serve the same purpose, will receive greater consideration for purchase.

Other Information

Tax

Boulder County is exempt from paying sales and use tax.

Gifts & Gratuities

It is the policy of Boulder County that all employees, officers, or agents are prohibited from being financially interested directly or indirectly in the purchase from or the sale to the county of any land, materials or supplies. Soliciting or accepting any gift, gratuity, favor, entertainment, kickback or any items of monetary value from any person who has or is seeking to do business with Boulder County is prohibited.

Appointments with Purchasing

Although every effort will be made to accommodate vendors who arrive unannounced, it is preferred that an appointment be made by phone or email in advance. This will help ensure that meetings are advantageous to both parties.
