Boulder County Floodplain Remapping Project public hearing – Tuesday, July 24
Staff recommendation to the Board of County Commissioners is available online
Boulder County, Colo. - Boulder County Transportation has received a recommendation of approval by the Boulder County Planning Commission to propose to the Board of County Commissioners adoption of zoning map amendments to the Boulder County Floodplain Overlay District based upon a second phase of draft floodplain maps developed by the State of Colorado's Colorado Hazard Mapping Program (CHAMP) for major stream corridors in areas of unincorporated Boulder County.
The revised floodplain mapping produced by the Colorado Water Conservation Board (CWCB) through CHAMP is being submitted to Federal Emergency Management Agency (FEMA) for review and adoption by FEMA as federal Flood Insurance Rate Maps (FIRMs). FEMA adoption is not anticipated to occur until 2021. Staff are requesting the Board of County Commissioners approve local adoption of these draft floodplain maps for local regulatory purposes prior to adoption by FEMA so the County may make regulatory and development decisions based on the CHAMP mapping as best available information. There will be no impact on flood insurance until such time as FEMA issues new FIRMs.
Boulder County has worked closely with the State of Colorado to ensure that the new maps reflect local conditions since the 2013 Flood, which changed the physical features of waterways throughout the county. In addition to proposed adoption of the maps into the county’s zoning map, the State of Colorado has submitted them to FEMA for review, which will also include a public comment opportunity.
Accurate floodplain studies and maps are a key component of the county’s floodplain management program, which seeks to protect the health, safety, and welfare of Boulder County residents in the event of future flood events.

- Docket Z-17-0002: Zoning map amendments to the Floodplain Overlay District ("FO District"), specifically the Boulder County Floodplain and Floodway, based upon CHAMP floodplain remapping and other best available information
