COAP Program

Comprehensive Opioid Abuse Program -- COAP

The Comprehensive Opioid Abuse Program (COAP) aims to develop and implement a comprehensive and coordinated strategy that includes prevention, education, and effective responses to those affected by opiate abuse, and provision of services and/or referral for treatment recovery for Opioid Use Disorder (OUD). Working closely with our community partners like Public Health, Housing and Human Services, Mental Health Partners, Denver Recovery Group, Behavioral Health Group, Front Range Clinic, Boulder Shelter, Bridge House, and Focus Reentry, COAP aims to reduce opioid abuse and the number of overdose fatalities, and provide an alternative to traditional prosecution for offenders with all levels of criminogenic risk who are facing opioid-related charges.

Eligibility/Client Profile

Eligible individuals include adults who come into contact with law enforcement, who have problematic opioid use history, and high need for stabilizing services in the community

How it works

The Program assesses appropriate individuals based on likelihood of problematic opioid use history and provides supportive services, as well as identifying barriers or obstacles that may hinder their ability to engage in services. A Behavioral Health Navigator assists in engaging and connecting these individuals to non-criminal justice services that will assist them in achieving stability in the community. The types of services that individuals may get connected with are:

  • Substance Abuse/Mental Health Services
  • Housing, Education and Employment
  • Food and Basic Needs
