2023 Boulder County Ballot Issues & Measures

Boulder County Ballot Measures

Each year during the summer (typically late July or early August), the Board of County Commissioners considers whether to advance any county ballot issues to the November election ballot.


Following a public comment period and the August 17 public hearing, the Boulder County Commissioners approved three ballot measures for the November 2023 election.

According to the Boulder County Clerk & Recorder’s unofficial election results, Boulder County voters approved all three ballot measures. Visit the elections website for more information about the process for certifying the election results.

The new measures extend three existing taxes that are expiring.

Ballot Measures

Open Space extension

A proposal to extend for fifteen years the existing 0.05% countywide sales and use tax for the purpose of acquiring, improving, managing and maintaining open space lands and other open space property interests.

County Issue 1A (Open Space Sales and Use Tax Extension and Revenue Change): WITH NO INCREASE IN ANY COUNTY TAX, SHALL THE COUNTY’S EXISTING 0.05% OPEN SPACE SALES AND USE TAX BE EXTENDED FOR FIFTEEN (15) YEARS FOR THE PURPOSES OF ACQUIRING, IMPROVING, MANAGING, AND MAINTAINING OPEN SPACE LANDS AND OTHER OPEN SPACE PROPERTY INTERESTS; AND SHALL THE REVENUES AND THE EARNINGS ON THE INVESTMENT OF THE PROCEEDS OF SUCH TAX CONSTITUTE A VOTER-APPROVED REVENUE CHANGE; ALL IN ACCORDANCE WITH BOARD OF COUNTY COMMISSIONERS’ RESOLUTION NO. 2023-068?

Affordable Housing Extension

A proposal to extend for fifteen years the existing 0.185% countywide sales and use tax for the purposes of funding existing and additional affordable and attainable housing and related supportive services within Boulder County.

County Issue 1B (Affordable Housing Tax Extension and Revenue Change): WITH NO INCREASE IN ANY COUNTY TAX, SHALL THE COUNTY’S EXISTING 0.185% SALES AND USE TAX APPROVED IN 2018 PURSUANT TO RESOLUTION NO. 2018-76 BE EXTENDED FOR FIFTEEN (15) YEARS FOR THE PURPOSES OF FUNDING AFFORDABLE AND ATTAINABLE HOUSING AND RELATED SUPPORT SERVICES WITHIN BOULDER COUNTY, INCLUDING BUT NOT LIMITED TO: THE COSTS OF DEVELOPMENT, OPERATION, ACQUISITION, PRESERVATION, RENOVATION, MAINTENANCE AND CONSTRUCTION OF FOR-SALE AND RENTAL HOMES FOR LOW AND MODERATE INCOME HOUSEHOLDS AND LOCAL WORKFORCE; SUPPORTIVE HOUSING; SERVICES THAT SUPPORT HOUSING STABILITY; GRANTS TO HOUSING AUTHORITIES, NONPROFIT AFFORDABLE HOUSING PROVIDERS, AND LOCAL MUNICIPALITIES; AND SHALL THE REVENUES AND THE EARNINGS ON THE INVESTMENT OF THE PROCEEDS OF SUCH TAX CONSTITUTE A VOTER APPROVED REVENUE CHANGE; ALL IN ACCORDANCE WITH BOARD OF COUNTY COMMISSIONERS’ RESOLUTION NO. 2023-070?

Nederland EcoPass Public Improvement District extension

A proposal for a ballot issue for the November 2023 election to extend for ten years the District’s existing ad valorem property tax mill levy imposed at a rate not to exceed 1.85 mills for the purposes of paying the costs of providing a Regional Transportation District EcoPass to all District residents; and to seek elector authorization for the District to administer an EcoPass program for non-resident employees of employers operating within the District.
